Perhaps contrary to expectation, the increase in average life expectancy between 1990 and 2000 was also not related to the initial level of life expectancy in 1990. For instance, the provinces of Gansu and Heilongjiang both had average life expectancy of about 67 years in 1990 - however in Heilongjiang it increased by almost 5.5 years, while it almost remained constant in Gansu.
