China's civil society seems to have the greatest organizational capacity in the provinces of Zhejiang, Qinghai, Fujian, Tianjin, Beijing and Shanghai - as indicated by the number of NGOs per 100,000 of the population. Guizhou, Henan and Anhui, on the other hand, have the lowest number of NGOs per 100,000 of the population. NGO density in Zhejiang is about four times higher than in Guizhou.
