Government consolidates Internet regulations for mainland China.

The legal regulations concerning Internet Service Providers (ISPs), Cybercafés, and Internet Content Providers (ICPs) are extremely complex and partially overlapping. They concern at least 12 state agencies, including the Ministry of Public Security, the Department of Telecommunications, the Ministry of Information Industry, the Ministry of Culture, the State Administration for Radio, Film and Television, and the State Secrets Bureau. Outside China, the project is known as the "Great Firewall of China". Chinese authorities argue that they mainly block pornography, inciting political propaganda, and terrorist activities, and that ISP rules are "fully in line" with the practices in western countries.
