Encouraged by Mao, students form the Red Guards and lounch an ideological crusade which leads to many officials losing their jobs, being tortured and killed. Schools and colleges are closed for years. During that period the statistical system of China is mostly abandoned, so that statistics prior to 1978 are often retrospective reconstructions.
