State Council establishes a new "Birth Planning Small Leading Group" to strengthen family planning.

 

1978, June

 

According to demographer Susan Greenghalgh, Chen Muhua, a Politburo member whose portfolio was in foreign economic affairs, was put in charge of the group. She argues that this group was instrumental in implementing China's strict family planning program. The group proposed a new slogan: "one is best, two at most".
